As Vice President of Post Sales Operations at Motorola Solutions, Moncef is responsible for the delivery, deployment, and lifecycle support for all Critical Communication Systems used by law enforcement and first responders. He is a proven business leader with over 25 years of sales, engineering, and operational management experience. Previously Dr. Elaoud was the Mid-Atlantic Territory Services and Solutions Director where he was responsible for the management and administration of Motorola Solutions’ project deployment as well as lifecycle support portfolios in the Washington DC area.

From 2009 to 2013, Dr. Elaoud served as the Regional Services Manager for the states of Louisiana and Arkansas.  In this role, he led the post sales team and was responsible for all system integration and lifecycle management in his region. From 2007 to 2009, Dr. Elaoud held the position of Project Director and led the deployment and operations of one of the largest state-wide public safety communication systems, serving over 85,000 first responders and public safety personnel in the state of Louisiana.

Prior to his Motorola career, Dr. Elaoud held high level positions at AT&T Labs and Belcore. During his tenure, he successfully ran mega projects comprised of large teams from many different system integration giants such as Lockheed Martin, Northrop Grumman, SAIC, Boeing, and General Dynamics. He started his professional career in direct sales and channel management, and held several positions in marketing and sales management for a large IBM and Compaq distributor as well as The International Executive Service Corps.

Dr. Elaoud holds a bachelor’s, a master’s and a Ph.D. in Electrical and Computer Engineering from the University of Wisconsin-Madison where he specialized in wireless and data networks. He is an accomplished author with over 25 publications in conference proceedings and journals. He also holds several patents in wireless communications and data networking.
